In FC 26, potential isn't locked in stone. It dynamically grows as they get game time, and the higher the level of competition they play in, the faster they'll develop.
If you sign a striker with an 87 potential and slot him right into your starting XI, as long as you can keep his match ratings above 8.0, those goals and wins will start stacking up. Before you know it, his ceiling could easily break past 92.
On the flip side, if you buy him and just let him rot on the bench, or only sub him on for trash time leading to poor match ratings, his potential is going to tank. So, if you don't plan on starting him anytime soon, your best bet is to loan him out so he can get regular minutes and develop elsewhere.
